Project Overview
The Fishhawk Ranch Master Association is advancing a community-wide infrastructure project affecting all seven gated communities.
Officially titled the Asphalt Concrete Pavement Restoration Project, the proposal includes:
Road Reconstruction
- Removal of existing asphalt surfaces
- Full-depth pavement reconstruction down to the base layer
- Base remediation where needed
- Installation of new asphalt roadways
Tree Removal
Removal of selected trees identified as contributing to pavement or sidewalk damage through root growth.
Engineering Review
The Association retained EECON Engineering and SOCOTEC Consulting to inspect roadway conditions and provide recommendations. Core samples were taken, with reports issued in April 2026.
Project Costs & Funding
Current estimates place the total project cost between $6 million and $10 million, depending on final scope, tree removal quantities, and construction pricing.
To fund the project, the Association is considering a combination of special assessments and a multi-million-dollar HOA loan.
Community-Wide Loan Obligation
According to project discussions, the proposed financing would be backed by assessment revenue from homes throughout Fishhawk Phase 2. In practical terms, homeowners across the community could ultimately be responsible for repayment through dues, assessments, or collection actions if obligations are not met.
Special Assessments
Estimated one-time charges range from $10,000 to $20,000 per gated-community homeowner, depending on final project scope and financing terms.
Why This Matters
Many residents are concerned that a major long-term loan could place broad financial obligations on homeowners far beyond those receiving the direct benefit of the project.
Community Concerns
One-Size-Fits-All Approach
Road conditions vary across neighborhoods. Some communities may need immediate repairs, while others may have years of remaining pavement life.
Residents are asking whether a phased, neighborhood-by-neighborhood plan would be more practical and affordable.
Tree Loss & Neighborhood Character
Fishhawk’s tree-lined streets are part of what makes these neighborhoods desirable.
Residents are concerned that removing large numbers of mature trees could permanently change the appearance, shade, and character of their communities.
Need for Alternatives
Residents are asking the Association to evaluate options such as:
- Delayed reconstruction where roads remain serviceable - start collecting today and plan for this in 4-8 years.
- Sidewalk/root management programs (some already in place)
- Selective full-depth road rehab where needed, otherwise mill top road layer and replace (just as the county did for their road porject)
Financial Burden on Families
Many homes in these communities are already reaching the age for major maintenance expenses such as roof replacement, often costing $20,000 to $40,000.
Adding another large assessment now could create hardship for many families.
Lack of Reserve Planning
Many homeowners question why sufficient reserves were not built over time for predictable long-term road replacement costs.
Without prior planning, current homeowners may now face sudden five-figure assessments.
Representation & Voting Fairness
Questions remain about who will vote on the project and who will bear the financial burden.
Many residents believe those paying the direct costs should have the strongest voice in deciding the outcome.
